Microsoft has now extended the scope of the issue with users receiving a throttling message to also include Office 365 online services (Outlook, Skype, OneNote, OneDrive and other Office Client apps) as well as local clients. This is the result of follow-up remediation actions for components that were impacted during yesterday's data center incident. The update was implemented to components that manage authentication. Microsoft is working to revert the update. We will provide the next update at 8:02 PM UTC or upon a significant change in status.

They are working to connect the affected services to an alternate infrastructure. We will provide an update as more information becomes available, but no later than 3:06 PM UTC.
